CPT 88300 (Gross examination only) question

I have an MD that billed 88304 level 4 (surgical pathology, gross and microscopic examination) but only did a gross examination - no microscopic indicated on path report.

I believe this should qualify as a level I (CPT 88300) because no microscopic exam was done - only gross.

Am I correct?

You need a microscopic exam to code anything higher than 88300. You are correct.
