Question Oxygen titration

pt was admitted into the hospital and was found to have Wegner's Granulomatosis and they initiated treatment with steriods and are titrating her oxygen level and she has responded to treatment and they are happy with her progress. Does "titrating oxygen" fall under the "high" risk management options?
