Fees for Medicaid for Medical Records

My medical records clerk came to me yesterday with this question and we have never come across this before. I was trying to get some feed back from what other practices do in this situation. Do you or do you not bill Medicaid for providing medical records for patient eligibility? Any help would be greatly appreciated.
