Surgery question

I need some help from my coders. We had a patient in our Ancillary Facility and all preop was performed. Patient expierence SVT's and metoprolo was administered and monitors were done, as a result we transfered the patient the hospital and never performed the procedure . Can we bill for the drugs and monitors for that day and what else can we bill for?
