Default Finger sticks

I wanted to get some opinions regarding finger sticks and reviewing a diabetic patients journal. If a patient sees the md for a e& m and the md does a finger stick and reviews the patients daily recordings of their glucose levels
would you count it as lab test ordered and review of medical records or just lab test ordered?
I am referring specifically to the amount and or complexity of data reviewed in the medical decision making section of the e&m scoring tool

I think I would count it as both. Especially if he reviews more than just a week's worth of levels.
