Default Nursing service charge ?

I have a patient that came in for a nursing service to an adult hep B injection. I coded a 90746 and 90471.DOS was 4-6-09. The billing office sent it back stating this.(cpt 90471 denied not valid code for date of service billed/ assig to coder for review).
