Default cellulitis or complication

If a patient is seen in ER for arm pain. The patient had a a-v fistula done for dialyisis 3 weeks prior. A consult is performed and the doctor states infection at incision site, but on the final dx only cellulitis of arm is stated. Would you code this as a post op complication,or complication of av fistula or should the physician be queried?

I would question the physician as I would think if its an infection at the incision site it would be a postop complication - but let the physician make the call - let me know the final decision - I'm curious
