Default Radiology Billing

Need guidelines regarding obtaining diagnosis from report where the provider did not supply a diagnosis / conclusion / impression. Would it be within coding/documentation guidelines to obtain the diagnosis from the findings? We have researched and cannot find any guidelines regarding this issue.

The guidelines are usually found at the beginning of the ICD9 book. What issue/version are you using?
