Default Milking of cystic duct.

According to CC 1st Q 1996 - milking of the cystic duct is considered a common bile duct exploration? Our surgeons seem to do this commonly on a normal laparoscopic cholecystectomy but the physicians never state that they are exploring the common bile duct - when is milking of the cystic duct considered the common bile duct exploration?
