Default Injection/infusions again

Trying to get everyone's opinion on this. For facility coding, they say that hydration services are trumped by IV push meds, but in the CPT book, it specifically states that hydration is an infusion, so wouldn't that put it back up above the IV push? I didn't think so at first but I am getting completely conflicting answers. I have an article that I'll post below that contradicts itself as well. On page 1 it says hydration services are at the bottom of the hierarchy, but under the Infusion section on page two, it says that hydration is an infusion code. I am getting very frustrated about all of this and would like an answer once and forall. Can someone tell me how they interpret it?
