Default Two E/Ms on Same Day!

If you have a patient who presents for a work related injury say in the morning and they are sent to radiology and come back later that day for review and appropriate treatment, you would only charge one E/M correct? Or can you charge for record review with the 2nd visit. I have a provider who is wanting to use the CPT for the record review, but I say reviewing the findings and records related to the injury is all inclusive of the E/M.
