Default Well baby w/vaccinations and Mod-25?

Would you need to append modifier -25 to the prev med code for a well baby visit when administering vaccinations?

I've never used modifier 25 for Well visits w/ immunizations and have never had a problem with them not paying.

Modifier 25 would not apply... Vaccines are not considered procedures.

I think the vaccines would be part of the well visit, so no modifier 25 would apply. Just my 2 cents.
