Default HCPCS Level 2

We are having a discussion regarding HCPCS Level 2 being for Medicare only, some of us believe that they can be used for all insurances as it says pymt at the carrier discretion and others say MCR only, please advise.

I find that it is up to the insurance company. I bill orthotics using the HCPCS codes to all insurance companies as there are no CPT codes that are appropriate. Most of the time the commercial carriers will pay using the HCPCS code, but occasionally I have to go back and use an unspecified CPT code with an explanation.
