Billing nursing visits

We have a medical assistant that is a coordinator (she coordinates a patients IVF cycle). Patients will see her for an injection class or for questions dealing with their cycles. Can she bill a nursing visit (99211) for these encounters even though she is not a nurse?
Please help this has been a big debate!!
