Default Q0091 or 99000

Is it correct coding to bill a preventive health check with Q0091 or 99000 for Non Medicare patients?

Yes you can bill Q0091 for taking of the pap for Anthem insurance for sure. Not any of the medicaids.

UHC, Aetna and Cigna do not pay for that code. The rest of your insurances you would have to bill and see if they pay for it.
