Default Fracture Treatment-Segmental Fracture

I was hoping someone could point me in the direction of any documentation regarding treatment of segmental fractures in the same incision? We have a patient who had a treatment of the intertrochanteric (CPT 27244) as well as treatment of the femoral shaft (CPT 27507) both were done through the same incision, same session, etc. they are mutually exclusive codes so my thought is that they are not billable together, however the provider states that she has had explicit education on the ability to bill segmental fractures even when done in the same incision. I am not comfortable putting a 59 modifier on the bundled code, does anyone have any guidelines on this scenario either way??
