Default modifier 59

Are these anatomical sites seperate/distinct enough to use modifier 59 on one of them?
I'm not sure we are using it correctly. 20550 and 20600 are the codes.

Injected Prolotherapy 0.7 mL followed by Kenalog 4 mg to the retrocalcaneal bursa at the recess by medial approach, right.
Injected 4 percent sclerosing medicine followed by Kenalog 2 mg both to the medial and lateral Achilles enthesis, right.

Any thoughts?

I would try to code it with 59 modifier and would send it with notes attached.
