Oregon will become the first state to scuttle its Obamacare exchange and adopt the system managed by the federal government. “Cover Oregon” has been mired in technical glitches that have made the Beaver State’s exchange one of the worst in the country. For example, the Oregon’s exchange is the only enrollment system that won’t let registrants buy coverage and qualify for tax credit in one sitting.
