Wiki 305.1

This is something I've coded so often without putting much thought into.
Why is "Tobacco use disorder (305.1) classed as 'non-dependent'? I've tried nicotine dependency, and it's also 305.1. It seems to be both 'dependent & 'non-dependent at the same time. Any thoughts on this?

If you look underneath 305.1 it says Tobacco dependence, although it states in the Main Category 305 Nondependent abuse of drugs.
