I work for a FQAC Facility in Florida, Medicare, Medicaid and certain insurances are not paying for the Venipucture, can we charge this service to the patients instead of billing the payer? Please help...

It is important before you even consider charging your patients to determine why Medicare is denying the charge.
Is the service being bundled?
If Medicare is calling it inclusive with other services than it is a contractual write off.
