Wiki 59 modifier on assist claims

Can a 59 modifier be placed on an assistant's claim (whether a physician or physicians assistant) along with the proper assist modifier?

Is this something new or has this always been the case? I've never came across this issue before. We've always placed only the 80, 82 or AS on the assist claims.

I have had multiple carriers (including Medicare) tell me they ONLY want the AS or 80 modifier for the assistant. Just sayin' ...
