Wiki App.dressing during global for ulcer from cast

If a patient is in a global from surgery and develops an ulcer (from walking in cast) and the ulcer needs to be treated and dressing applied.
Can we charge for dressings or an EM with a 24 modifier.
Our office thinks we are losing alot of $$$ not billing for this.

Since the patient has a new problem, you can capture the E/M with the 24 modifier using the ulcer diagnosis
