Wiki Billing for West Virginia residential facility for Medicaid who requires billing outpatient E&M codes, what guidelines?

Anyone know or have been able to find any information on billing for a residential facility in West Virginia for federal payers? Commercial insurance companies use Nursing Facility Care Codes 99304-99316, however, federal payers won't accept these codes and prefer us to use outpatient code set 99202-99215. I can't find any information regarding what CPT guidelines they want used. 95/97 guidelines or 2021 guidelines? Help!
