If there are two doctors in the same practice and one doctor does the review of a test. Then the other doctor reviews his findings and signs off on it. Can the Second doctor Bill for the review if the first doctor is not billing for these services? (The first doc is waiting on his par status with ins, and so the second is reviewing and signing off on everything)
