Chemo drug mixed but pt did not receive b/cause pt had rigors

Need help to know if the chemo drug can be billed to insurance? Patient came in and received pre-hydration. The chemo drug was mixed and hung. Then at the end of the pre-hydration before the chemo drug was started, the patient complained of not feeling well. Then the patient started having uncontrollable rigors. The treatment was cancelled by the physician. Can we bill for the chemo drug that was mixed and hung?

I am looking into this right now as well. I have a patient that refused treatment after it was mixed, and ready to go.
I found that you can bill for the drug waste (Not admin) if you use the -JW modifier. However it looks the patient has to receive at least some of the drug. The information I am finding is conflicting. Some say you can bill, and others say you can not. I am going to try to put it through with the -JW and see what happens..
