Wiki Cholecystectomy (47562) Inclussive to paraesophageal hernia (43281)?????

I am aware that there are no NCCI edits with codes Cholecystectomy (47562) with paraesophageal hernia (4328: however, the NCCI manual says:

Hepatectomy procedures include removal of the gallbladder based on anatomic considerations and standards of practice. A cholecystectomy CPT code is not separately reportable with a hepatectomy CPT code.

It also says:

A Whipple type pancreatectomy procedure (CPT codes 48150-48154) includes removal of the gallbladder. A Cholecystectomy should not be reported separately.

Wouldn't it make sense due to anatomical considerations that a cholecystectomy would be inclussive to the esophageal hernia repair? Or can the cholecystectomy be billed separately?

I need documentation and can't find it.

what you wrote here says the gallbladder removal is not included in a hernia repair, and I don't see any reason why they would be.
