Wiki Dexa Scan with 99211

I have an office that always bills the 99211 E&M code along with a Dexa Scan (77080). There's no separate E&M note in the MR. I thought they might be using the 99211 as a way of billing for informing the pt. of the results, but I don't think that's an appropriate use of 99211. Can anyone tell me if it is acceptable to bill this way?
