Is there a code which would refer to materials that are printed by downloading info from the internet ? Or does 99071 apply, (with documentation of course.)? Would one simply document the information discussed and use time to perhaps have a higher E/M code apply?

We don't charge for educational materials given to the patient, whether flyers, booklets, or material downloaded from the Internet. If the material contained in the educational material is discussed (by the doctor) with the patient, documented, and then the criteria for billing based on time is all met, you could bill the E/M based on time. However, in my experience, at least 1/2 the time the office nurse or MA is the one who gives the patient the materials and then goes over it if needed, not the doctor. (I know, there are exceptions - it just needs to be documented).
