Entire Vial Mixed in Solution for Infusion: Is JW Applicable or Not?

Infusion drug where entire vial is required to be mixed into bag of solution, but entire bag of solution is not infused. Since entire vial was mixed, would JZ be the only applicable modifier, even though the entire bag of solution w/drug in it was not infused? Thank you.
