hardware removal

The patient came in during global period from a CRPP, Dr. did hardware removal in the clinic,(cpt 20670), and wants to charge for it. I am thinking since he did it here in the clinic and it is during the global period that this is not billable. Can anyone help me with this?

If the patient was having pain as a result of the hardware, or there was another indication that supports medical necessity, the procedure can be billed during the global period with the appropriate modifier. We usually see -58 or -78.
