What the title says, essentially. For the purpose of both the ICD-10 diagnosis code and the CPT surgical code, would repair of a a right inguinal hernia be counted as recurrent if they have a history of left inguinal hernia repair?

No, a recurrence is a new hernia at the same site at the previous or original one. If it's a first hernia for the patient at a different location, it's not a recurrence.
