Wiki If you are filing claims for a labor epidural 01967 and follow-up 01968 (add on code), do you need a modifier on either one to show they are connected

We are getting denials for the 01968 stating it is an add-on and has to follow the primary code 01967, when we have, in the majority of cases, have already been paid for the 01967. I have read a few places there is no modifier needed, however, I have to go back and send a cover letter explaining to them that they have already received it and been paid.
