Question Inpatient billing question for cancelled procedure with inpatient discharge

I have a patient with BCBS carrier. Patient admitted as inpatient for procedure but the procedure was cancelled after anesthesia due to patient was not able to be positioned for spinal procedure. Patient was discharged as inpatient. claim was billed to BCBS as inpatient without PCS 10 code as coding was not able to provide one because procedure was cancelled after anesthesia but before procedure started. BCBS rejected claim because charges contained OR charges (rev code 360) but did not contain a PCS 10 code.
BCBS cancelled procedure policy reads:
When a patient is admitted as an inpatient for surgery or some other specific treatment, and the procedure needs to be cancelled due to medical circumstances with the patient, and the patient is discharged, BCBSNE will pay the case at the contracted rate for the DRG category of the stay.

How would I bill this claim? CPT procedure codes have modifier to show cancelled-- Is there PCS code for a cancelled procedure?
