Wiki multiple injections, one syringe

I have a physician who insists that he can bill a tendon injection and a joint injection together. I understand this is possible, but I am uncomfortable with the manner in which he wants to bill this. This is because he draws up only one syringe and enters the patient only once. Is it possible to bill both at the same time under this technique?
