New local chapter for Staten Island???

So, how does one try to get members for a local chapter? I know there was one for Staten Island, New York - but it is my understanding it was closed, I am not sure of the details. I was automatically assigned to the Midtown Manhattan chapter once the SI chapter closed, but with the huge toll hike and gas prices (and my crazy schedule!!!)... it does not look feasible.
So... in an attempt to have a chapter in our area... how do we get members? Where do we start? Can anyone tell me how many officers are required, and the time that must be put into the position??
Any info is greatly appreciated!!! :)
