Wiki Open wound mean open treatment of fx?

Patient was in a MVA and has complex open wound to nose. The docter repairs a fx'd nasal septum thru the open nasal wound. Is this considered open treatment? He doesn't have to surgically open to fix, it is already open. Looking at code 21336, but also looking at CPT guidelines for open treatment of fracture versus closed and somewhat confused.
Please help.
