Physiatry Billing

The physiatrist I bill for recently heard that he could bill for pre admission recommendations. He does not have face to face contact with the patient. He is just reviewing the pt.'s medical history and making a determination whether or not they need inpatient therapy. Apparently, he was told that this is a new Medicare standard. Should I use code 99080? Any help would be greatly appreciated. Thanks!
