What are your thoughts about billing 28110 bunionette removal with a hammer toe repair 28285?

28110 has a separate procedure definition by CPT guidelines and there are no CCI edits pertaining to these two procedures. However 28285 is performed in the proximal interphalangeal joint where 28110 is performed on the metatarsal head, since these are two separate sites my thoughts are that we should be able to bill both...There have been some coding articles that state to bill the most extensive procedure only..Any suggestions :rolleyes:
 
I have billed both procedures and have received payment. Per AAOS no bundling issues but I have to use 59 modifier when billing Medicare. Other payors have paid with the appropriate toe modifier. Hope this helps.
