same day surgery w/next day visits

One of my drs wants to bill a visit for a patient when the patient had a cardiac cath on 4/25 and they kept the patient overnight, but the status of the account/visit never changed from same day surgery. Dr A did the cath and Dr B came in the next morning to check on the patient and then sent them home. Dr B wants to bill a 99217 which obviously he can't as it's not an observation status, and we've never billed a visit the next day as we are/were under the belief that the next morning's visit/check was included in the procedure. Dr B who is new to our facility believes we should be able to bill something for his time...
Is it ok/possible to bill say a 99212/213/214/215 for that next day?
