Suboxone / Buprenorphine and Naloxone

Does any one know who to code the NDC for these films?
I have J0574 for the CPT and then my NDC is 47781-0357-03. Which is the new NDC 11-digit. But when I call Medicaid they are stating that the NDC is incorrect and will not pay my claim. I'm thinking It may not be the number but how I'm dosing it. Not sure if its suppose to be quantity or by grams? These are film patches. Anyone have a solution on how to bill?

I answered on your duplicate post. But the more I think about it, the more I wonder... WHY are you giving these to patients and not giving them prescriptions? It's not like a methadone clinic where they have to go weekly to pick up their medication. Suboxone is safely given as a monthly prescription. What am I missing? If the NDC number is not in their database, they aren't going to pay it. The bigger question is, is ANY NDC number for Suboxone in their database at all?
