I was looking at the supervision requirements for 95115 and 95117 Allergy injections and it lists 9 concept does not apply. Does this mean a physician or ACP does not need to be in the office when the injections are given and you can bill under the ordering provider?

No, that is not what this means. If you're referring to the physician fee schedule indicator for physician supervision of diagnostic procedures, the reason it says 'concept does not apply' is because these are not diagnostic tests, these are therapeutic procedures. Therapeutic procedures performed by ancillary staff must meet all 'incident to' requirements, including being directly supervised - the physician must be in the office for this.
