Vaginal delivery prior to 20 weeks

I am in need of some major help. I am trying to find the right code for my provider who did a delivery at 19 weeks for a demise confirmed by ultrasound at 15.2 weeks.
Pt came to the office the day before and was given mifeprostone- Provider wrote Hospital Delivery 19 week/15.2 week demise by U/S - bill delivery at reduced services. ???
This is all I have
Delivery Type Spontaneous Vaginal Delivery - EDD 11/19/25 EGA 19 Weeks 2 days
OB Vagnial Delivery Procedure
Labor Onset Method: Induction TYPE : Misoprostol
ROM Type: Spontaneous Rupture of membranes

19 weeks by dates, 15.2 weeks by ultrasound fetal demise, mifeprostone yesterday my clinic, cytotec x 2 doses today, delivered the fetus spontaneously and i had to tease the placenta out.

Edematous intact fetus, 5 digits per extremity, neural tube appeared to be intact, abdominal wall intact, Anora testing was done.

How would I bill this out as a delivery with reduced charges? I have 59812 but that is completed surgically. I am trying to find my information on ACOG as that is the group he uses for his studies.
I am so lost on this. Any help would be appreciated. As he has now done 4 like this all are before 20 weeks all are treated and delivered the same way. I would really like to make sure I am sending the right codes and able to tell my provider how this should be billed.

The attached document was prepared by ACOG in 2011 so the diagnosis codes are ICD9, not ICD10 but the coding is the same. At 19 weeks you may not bill for a delivery.
