What would I charge for this scenario?

Our PA does an H&P on a patient in ED, and per phone call to the supervising MD (same tax ID#), the patient is admitted to the MD's service. It isn't until the next day that the MD sees patient in the hospital.
My question is: In our hospital mid levels are not allowed admitting privileges.
What am I able to charge for the admit? Patient was admitted to MD on 4/24/12 but face to face from MD wasn't until 4/25/12. Can I use the documentation taken by the PA on the previous day and combine with documentation from MD for E/M level? Would I charge subsequent visit or admit? What date is used?
Thanks for any help you can give.:)

Since they are two different days you cannot combine them. The conversation was over the phone and not face to face, incident to cannot be applied in the hospital setting. So you must bill the admit under the PA and write it off if it cannot be submitted and the MD will be a subsequent. Given the information provided that is how it looks to me.
