If 29881 has been revised in 2012 to include chondroplasty same or separate compartments, then when is it appropriate to bill G0289?

Well in the description of G0289 in the HCPCS book 2012 it says arthroscopy, knee, surgical, for removal of loose body, foreign body, debridement/shaving of articular cartilage(chondroplasty) at the time of other surgical knee arthroscopy in a different compartment of the same knee.
So my answer to you is... If the doctor did another Arthroscopic knee procedure w/ chondroplasty in separate compartment other than 29881 or 29880 than you can bill it. But the odds are they will not.
Also, G0289 is for removal of loose/foreign body also so maybe if doctor does meniscectomy w/ removal of loose body in separate compartment.
But most likely we will no longer bill G0289 anymore.
