2010 IPPS Final Rule Provides Payment Update
The 2010 Inpatient Prospective Payment System (IPPS) Final Rule, released July 31, provides acute care hospitals with an inflation update of 2.1 percent in their 2010 payment rates. The documentation and coding adjustment the Centers for Medicare & Medicaid Services (CMS) proposed in May has been put on hold.

“Red Flags” Rule Delayed Again
Just days away from the Aug. 1 implementation deadline, the Federal Trade Commission (FTC) announced July 29 it will further delay enforcement of the Identify Theft Red Flags Rule. Creditors and financial institutions now have until Nov.1 to develop and implement a written Identity Theft Prevention Program.

H1N1 Vaccine Recommended for Certain High-risk Groups
During a summit held July 9 at the National Institutes of Health (NIH) in Bethesda, Maryland, Health and Human Services (HHS) Secretary Kathleen Sebelius said a vaccine should be ready by mid-October for those at high-risk for contracting the Influenza A (H1N1) virus (AMNews, July 20).

Information, Education on Versions 5010, D.0 and 3.0 Now Available
The Centers for Medicare & Medicaid Services (CMS) has launched its Web site for agency-wide information and education on versions 5010, D.0 and 3.0. As you may already know, 5010 is the new version of the X12 standards for HIPAA transactions; D.0 is the new version of the National Council for Prescription Drug Program (NCPDP) standards for pharmacy and supplier transactions; and version 3.0 is a new NCPDP standard for Medicaid pharmacy subrogation.

States Get ARRA Funding to Lower ASC HAIs
A nationwide effort to lower health care associated infections (HAIs) in ambulatory surgical centers (ASCs) will begin later this month. Twelve states will survey more than 125 local ASCs before Sept. 30, at an estimated cost of $1 million, to identify why there has been an increase in HAIs and what can be done to prevent them, according to a Centers for Medicare & Medicaid Services (CMS) July 30 press release.

OIG Questions Ultrasound Claims
The rapid increase of ultrasound services nationwide has Medicare watchdogs on the alert. Health care practitioners who submit Part B claims for technical and professional ultrasound services can expect added scrutiny. A recent Office of Inspector General (OIG) report provides insight as to what Medicare Administrative Contractors (MACs) will soon be on the lookout for when reviewing imaging service claims.

N.Y. Attorney General Takes Down Insurance Fraud Ring
Twelve people and nine corporations located in New York City were indicted July 8 in Bronx Supreme Court for allegedly bilking insurance carriers for more than $1 million in fraudulent claims.

Revised FAQ Clarifies Cost Sharing Policy
UnitedHealthcare recently revised a Frequently Asked Questions (FAQ) document on Medicare/Medicaid cost sharing for dual eligible patients to incorporate the newly acquired Unison Advantage plan, an AmeriChoice affiliate.
