Who is a Qualifying participant (QP)?

QPs are eligible clinicians who have a certain percentage of their patients or payments through an Advanced Alternate Payment Model (APM). For performance year 2019 (payment year 2021), the QP payment amount threshold is 50 percent and the patient count threshold is 35 percent. QPs are excluded from MIPS reporting and payment adjustments and receive a 5 percent incentive payment in 2019 through 2024.

Partial QPs are eligible clinicians in an Advanced APM who do not meet the criteria for QP status. They do not receive a 5 percent payment bonus, but they are exempt from MIPS, unless they opt in. The Partial QP payment amount threshold for performance year 2019 is 40 percent and the patient count threshold is 25 percent.
