Kaiser Permanente is one of the nation's pre-eminent health care systems, a benchmark for comprehensive, integrated and high quality care. NWP is seeking a Document and Coding Manager to be responsible for the operational functions of the Coding Education program, which includes annual provider audits, coder accuracy monitoring programs, and implementing coding education initiatives, for all Documentation and Coding Services Department staff. This position plays a strategic role in ensuring compliance with governmental regulations, coding guidelines, and reporting requirements.   Major Responsibilties and Essential Functions: Develops and implements coding training plans for the organization; coordinates and evaluates curriculum development, and conducts the preparation and delivery of training by coding educators based on errors found on provider audits, edits and coding denials.  Efficient and effective design, development, and delivery of all coding education components for NWP. Determine the scope and impact of the change on coding operations and seek to implement changes as necessary which includes partnering to educate providers. Advise the Region on professional and facility coding and documentation guidelines to ensure regulatory compliance. Develop action plans as necessary to resolve knowledge gaps with employees or to address the implementation of new service offerings or code changes. Provide leadership and staff supervision to accomplish timely and qualitative response to documentation and coding requests, issues, and responsibilities. Serves as the single point of accountability for Administering program for ongoing internal and external audits. This includes partnering with Regional Compliance teams to address provider and coder education plans. Monitor efficiency and productivity to ensure compliance to national metrics and departmental performance standards. Provide leadership and staff supervision to accomplish timely and qualitative response to documentation and coding requests, issues, and responsibilities. Drives to improve the accuracy, integrity and quality of patient data, to ensure minimal variation in coding practices and improve the quality of physician documentation within the body of the medical record to support code assignments. Provide feedback to physicians and consultants on work performance to ensure consistency and accuracy with all professional coding. Determine and assure the proper utilization of human resources necessary for the effective and efficient operation of the department. Develop, administer, and maintain a comprehensive annual budget that reflects department needs and the application of cost-effective management. Minimum Education & Work Experience: Bachelor's degree in health care administration, health information management OR four (4) years of experience in a directly related field. Eight (8) years progressively responsible coding education experience and four (4) years of supervisory experience. Additional Requirements: Knowledge of Ambulatory, PowerPoint, Excel, including charts and pivot tables. Advanced ICD-10, CPT, and HCPCS coding knowledge inclusive of associated billing edits such as NCCI. Ability to review, analyze, and interpret billing guidelines and state and federal regulations. Formal knowledge of the ICD-9-CM and CPT-4 classification systems with understanding of the effect it has on data quality for prospective payment, utilization, and reimbursement. Must possess good technical skills and should be comfortable interacting with employees, physicians, and other users of medical record information in a variety of situations. Capable of gathering data and making sound, mature decisions. Highly motivated and self-directed. Ability to use a computerized health record, abstract, encoder, and report writer. Thorough knowledge of CMS and other applicable guidelines and regulations. Thorough knowledge of medical specialties, including the clinical conditions encountered and procedures performed. Thorough knowledge of professional service delivery in a hospital or ambulatory setting. Demonstrates customer-focused service skills. Excellent interpersonal and communication skills with demonstrated ability in leading and training staff. Excellent time management and project management skills. Ability to make presentations to clinicians and Regional Administration. Current credential as a Registered Health Information Administrator (RHIA), or a Registered Health Information Technician (RHIT), or Certified Coding Specialist Professional (CCS-P) from AHIMA or Certified Professional Coder (CPC) from AAPC. Preferred Work Experience: Five (5) years supervisory work experience in Health Information Management or Coding. Excellent command of the ICD-9-CM and CPT-4 classification systems with thorough understanding of the effect of data quality on prospective payment, utilization, and reimbursement. Knowledge of Medicare Risk Adjusted coding and reimbursement methodologies. Thorough knowledge of state, federal, and TJC licensing and accrediting requirements/standards related to documentation for coding purposes. Experience with data systems and reporting for health record coding, abstracting, and performance metrics. Strong communication skills, ability to deal tactually and assertively with physicians and nursing staff.
