POSITION SUMMARY: Under the direction and supervision of the Director of Regulatory Affairs and Compliance, the Regulatory Affairs Specialist 2 coordinates, prepares, and completes regulatory filings required by the Centers for Medicare and Medicaid Services (CMS), the California Department of Health Care Services (DHCS), the California Department of Public Health (DPH), and other regulatory agencies. The Regulatory Affairs Specialist 2 assists with the review of other regulatory documents for compliance with regulatory, licensing, and contractual requirements related to Program of All-Inclusive Care for the Elderly (PACE).



1.       Prepare and complete regulatory filings for PACE service area expansions, licensure or licensure exemption requests, waiver requests, and other required notifications and submissions to federal and state regulatory agencies, including CMS, DHCS, and DPH.

2.       Coordinate with internal departments to gather data and information for regulatory filings and submissions.

3.       Develop cross-departmental work plans and track regulatory filing and submission timelines to meet regulatory, licensing, and contractual obligations.

4.       Monitor regulatory filing and submission inquiries from regulatory agencies. Assist supervisor and internal partners to develop and prepare response to regulatory agencies as appropriate.

5.       Review PACE marketing and advertising materials for compliance with PACE regulatory and marketing requirements. Submit marketing materials to CMS, DHCS, and other regulatory agencies, as appropriate, for review and approval.

6.       Assist with the review of other PACE program documents to ensure accuracy of content and compliance with regulatory, licensing, and contractual requirements.

7.       Perform other regulatory affairs activities as assigned by supervisor.


QUALIFICATIONS (knowledge, skills, abilities):

1.       Bachelor's degree in health care administration, business administration, or related field from an accredited college.

2.       Three to five years of related experience in regulatory or compliance area with a health care organization or a health care provider preferred.

3.       Excellent judgment with high integrity, flexibility, initiative, and willingness to participate in various regulatory activities and monitoring efforts.

4.       Excellent organizational, analytical, critical thinking, problem-solving, verbal, and writing skills.

5.       Excellent time management and attention to detail.

6.       Ability to work well both independently and cross-departmentally in a matrix environment.

7.       Knowledge of pertinent regulatory requirements and/or guidelines from CMS, DHCS, and DPH.

8.       Ability to read, analyze, and provide sound interpretation of rules, regulations, and guidelines.

9.       Ability to write clear, concise reports, summaries, business correspondence, and policies and procedures.

10.   Ability to effectively present and represent On Lok's interest externally with auditors.

11.   Ability to effectively present information and respond to inquiries from On Lok employees, regulatory agencies, and others, as necessary.

12.   Proficient with MS Office (Word, Excel, and PowerPoint) and Adobe Acrobat Professional.
