The Department of Anesthesia and Pain Medicine is one of the largest departments in the School of Medicine with an annual budget of $54 million.  The Department is currently organized across many locations: UCD Pavilion, Lawrence J. Ellison Ambulatory Care Center (ACC), UC Comprehensive Cancer Center, Hospital-Based Clinics, and Community Care Networks (CCNs); providing service to 40 plus operating suites each day and over 28,000 anesthetics annually.  Funding includes state, endowment opportunity, indirect cost return, reserves, summer sessions, service enterprises, educational sales & service, & self-supporting activity. The Department is comprised of 200 plus staff, which include faculty, residents and fellows, nurse anesthetists, and administrative support staff.  The Department missions include clinical, education, research, and community outreach (public service).

Responsibilities
This position will function as the Reimbursement Analyst for the department.  The incumbent is responsible for coordination and oversight of the billing activities of the department. The Incumbent will be responsible for coordinating, performing detailed analyses of charges, collections and identifying appropriate change mechanisms in response to the analyses. They will also be responsible for providing expertise regarding Federal, State, and Commercial guidelines which continually adjust to a changing health care environment. Developing and coordinating policies and procedures, incorporating legal, ethical, accrediting standards, licensure requirements and vendor contract agreements. Ensuring operations are in place for retention security of patient care information.
 
The incumbent interfaces with departments from across the organization such as clinical, research, legal and reimbursement. Participates with senior managers to establish strategic plans and objectives for health information management. Leads innovation in information management systems. Makes significant decisions and ensures achievements of targets and objectives.  In addition, exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results and is considered a subject matter expert. This position plays a major role in Clinical Documentation Improvement CDI Analysis, Information Governance and data management Analysis, Data mining for clinical improvement and research. Utilizing large data to create Reporting and Forecasting, Reimbursement/Financial Analysis and Health Informatics.
 
Required Qualifications

  • National Coding Certification CCS, CCS-P, CPC, CPC-H, RHIA, or RHIT or ability to obtain within the first two years of employment
  • BA/BS Degree in related field or experience and/or an equivalent combination of education and experience (totaling 4 years).
  • 3+ years of experience in clinical research (i.e., grants, trials, or contracts).
  • Subject Matter Expert in financial functionality related to Hospital Billing, revenue-cycle workflows, revenue-cycle user’s support.
  • Ability to manipulate large data files in a variety of platforms (i.e., Business Objects, AQI database, SIS Analytics, Epic Cogito, Anesthesia Quality Institute, Decision Line data, and other systems).
  • Excellent research and investigative skills with a high degree of accuracy and attention to detail Experience comprehending and interpreting scientific and medical literature for utilization in assessment of appropriate billing policy.
  • • Advanced understanding of hospital and outpatient clinic operations. Familiarity with internal and external sources of demographic information, financial and utilization data for professional and hospital billing.
  • • Knowledge of and experience in Anesthesia billing including Pain management services, clinic billing, hospital billing, and special procedure billing. CPT and ICD-10 diagnosis coding relevant to Anesthesia and Pain Medicine.
  • Advanced knowledge of current Federal, State, and local regulation and policies regarding medical billing, reimbursement, compliance guidelines, and research, especially as they relate to anesthesiology.
  • Presentation skills to speak effectively and dynamically to large groups of people. Ability to exercise tact and diplomacy in dealing with others to secure necessary information and cooperation.
  • Analytical and organizational skills to review all available information, draw conclusions, prioritize, develop and evaluate solutions, monitor processes. Ability to anticipate problems and take preventive/corrective action using a team approach. Judgement and political acumen to bring appropriate information and issues to Finance Manager’s attention.
