I would code this as 28289 assuming this is on the first metatarsophalangeal joint.
Description says: Hallux rigidus is a condition caused by DJD at the 1st metatarsophalangeal joint. Makes a dorsal incision over the 1st metatarsophalangeal joint the extensor hallucis longus tendon is retracted, and the joint capsule is entered. Osteophytes and part of the metatarsal head are excised. Bony irregularities may be removed and edges smoothed. The capsule is closed, and the tendon is returned to its correct anatomical position and the skin is closed with sutures.
